[1]               David Melding: Good afternoon. I welcome everyone to this meeting of the Constitutional and Legislative Affairs Committee. I will make the usual housekeeping announcements. We do not expect a fire drill, so if we hear the alarm, please follow the instructions of the ushers, who will help us to leave safely. These proceedings will be conducted in Welsh and English and, when Welsh is spoken, a translation will be available on channel 1 of your headset, and you can amplify our proceedings on channel 0. Please switch off all electronic equipment completely as, even on ‘silent’, it can interfere with our recording systems. We have had two apologies for absence, and I am pleased to welcome Mark Drakeford and Jocelyn Davies as substitutes.

[4]               David Melding: You will see that Carl Sargeant has responded to our letter, indicating that he is minded to ensure that the elections in Anglesey are put back on a cycle with the other local authorities’ elections. Are you content that we note that response? I do not think that any further action is warranted. I see that you are.

 

 

[5]               I would like your permission to write to Leighton Andrews to invite him to give evidence on the School Standards and Organisation (Wales) Bill, as it is our routine practice to look at issues relating to the powers delegated to Ministers. I see that I have it.

[6]               David Melding: Item 5, the evidence session with Professor Iwan Davies, pro-vice chancellor from the School of Law at Swansea University, has been postponed as he has urgent business, and I am content to postpone that item until further in the summer term. You will note from his paper that he has some interesting things to say. So, I apologise for any inconvenience that that has caused, but I am satisfied that it could not have been anticipated.
